The Foundation for Climate Protection and Carbon Offset KliK, as a compensation association, relieves fossil fuel distributors of the obligation laid down in the CO2 Act to compensate for part of the CO2 emissions caused by the use of fuels. In the period from 2021 to 2024, an average of 18% of CO2 emissions from fuels must be offset by means of so-called attestations. An attestation is issued by the Confederation as proof that the emission of one tonne of CO2 has been avoided in Switzerland or abroad by means of a project authorised by the Confederation.

Currently, the participants in the compensation association pay the KliK Foundation a fee of five centimes per litre of fuel in the form of monthly payments on account. This is expected to be sufficient to cover the costs of meeting the compensation obligation up to and including in 2024.

With the revision of the CO2 Act planned for 2025, the compensation rate will likely rise to an average of 44% in the period from 2025 to 2030. In order to be able to cover the costs of procuring the additional attestations required, the KliK Foundation will increase the fee charged to the participants in the compensation association to eight centimes per litre of fuel with effect from 1 January 2024. In order to fulfil the compensation obligation, the KliK Foundation is already entering into commitments with project partners to purchase the attestations they generate up to 2030.

The KliK Foundation expects to be able to fulfil the additional 26 percentage points of compensation required by means of international attestations that originate from emission reduction activities abroad. These are considerably cheaper to obtain than national attestations. For this reason, the KliK Foundation assumes that it will be able to finance the fulfilment of the significantly increased compensation obligation with the upcoming increase in the fee by only three centimes per litre of fuel.
